The missing device signal
The complete evidence matches the rule. Without the device report, there is not enough information to decide.

The rule cannot be decided yet. At least one condition needs usable evidence; the other conditions have not ruled it out.
How this rule works
All three conditions must match: the device is not recognized, the locations differ, and there are five or more attempts.
Indeterminate means the evidence cannot settle the result. A condition that is false makes the whole rule not matched, even when another condition is unknown.
Reports older than 15 minutes are stale. Missing, invalid, future-dated or conflicting reports can make a condition indeterminate. A new copy does not change an earlier review.
These example rules do not approve or reject payments.
